SECRET 50-YEAR WATER DIVERSION OPERATION


Targeted property owners are being exterminated as the "path is cleared" for secret replacement of the city/central valley water system.

Wilbert G. Swieso is the self-proclaimed mastermind behind this horrific operation. He says it goes beyond the Bonadelle/City of Fresno development fraud operation better known as click ---> "Operation Rezone." <--- Also beyond a "groundwater" project. Mr. Swieso has spent the past 50 yrs carrying out his "secret sideline" which he has tied in without authorization, permits, inspections ~ overriding our city's Planning Dept. followed by altered records to cover up the evidence.

Mr. Swieso boasts of being smarter than everone else. He has recruited people from every occupation imaginable as he and his group tear the city apart to secretly alter the water system for the purpose of re-directing another portion of the valley's water supply. But not in compliance with State and/or Federal guidelines. His group is not licensed or authorized for what they are doing, laughing that our City officials are too "incompetent" to ever see, catch, or stop him.

Mr. Swieso is using various City employees to conspire in MUNICIPAL FRAUD, ENDANGERING AND DEFRAUDING THE PUBLIC, ENCROACHMENT VIOLATIONS, WILLFUL AND MALICIOUS DESTRUCTION OF PROPERTY, CREATING PUBLIC HEALTH CRISIS, MUCH MORE. THEY ARE LEAVING TRAIL OF DEATHS, UNSOLVED MURDERS, VERIFIED FORGERIES, REPORTS OF POISONING, REAL ESTATE FRAUD, INSURANCE FRAUD, MORE.

After 20 yrs of hearing about Mr. Swieso's "secret sideline" it was not until personally being targeted I realized it was true. I also learned first-hand some of the gruesome methods being used in order to "clear the path."





Sooner or later, every structure is "turned over." Unless done in-between sales or under the guise of "renovations", various methods are used in "clearing the path." Heavy-equipment operators then carry out their portion as Swieso's work crews quickly "renovate" private property. By the time it is over, more of the city water system has been replaced and haphazardly clamped together without authorization, permits or inspections; major reconstuction without permits or inspections; property lines changed; altered records and aerial views as though things were always as they are now. Property re-sold as "original."

Upon being caught, including the City's own UNALTERED water layout which verifies EXACTLY what is taking place, senior risk analyst Kerry Trost said it was Mayor Alan Autry who authorized a Restraining Order against me for reporting what was done to my family, neighbors and our properties as this nightmare took place. Suspected homicides, attempted murder, properties taken by fraud, much more.

The last structures to be torn apart/rebuilt are along the main streets where the illegal tie-ins will be made i.e., Olive Ave. As the street is widened, these structures can then be shifted down, followed with more altered records and aerial views as though nothing took place.

After being lied to and set up by the risk analyst, the owner of the Laundromat across the alley was never seen again. Laundromat was stripped and torn apart, rebuilt on top of the city's secretly replaced water system - verified on the City's own water layout!

With property owners out of the way, plat/parcel maps and aerial views were immediately altered to cover up what took place on the above properties. Yet most Fresnans will verify Olive Ave. was widened. The water layout further verifies relocation of storm drains, sewer manholes, fire hydrants, street lights, utility poles and REPLACEMENT OF THE WATER SYSTEM. Every single structure is now setting on TOP of clamped sewer/water lines.

Mr. Swieso proudly boasts about sneaking behind the City of Fresno's backs to carry this out. So keep in mind that City employees come and go. Mr. Swieso has been at this for 50 yrs. He says he has nothing to worry about because the City of Fresno is too "incompetent" to ever catch or stop him. With the City standing behind altered records, he laughs as he refers to them as his "puppets."

Above all, do not underestimate Mr. Swieso. He is closely linked to the various water districts and flood control agencies; he attends their meetings. He has boxes upon boxes of brochures, pamphlets, information pertaining to our water system. As a former employee of the City of Fresno he has maintained his contacts with the "right people" including local developers. He is an expert woodworker, has his own work crew for reconstruction and is hands-on in every aspect. He taught xxxxxxx the plumbing business and uses him as a "cover" for so-called "repairs" after deliberate damages / alterations / sewage discharges. He is affiliated with far more than mentioned here. My point is that no one could possibly be more qualified to pull something like this off (which he proudly ADMITS!) Also keep in mind that no one oversees the various department or risk analysts; there appears to be no accountability. Hence the lies, perjury, death threats and sexual harassment against me - they finally got caught.

Note: Large parcel on upper right corner was an empty lot for several decades. It expanded as the other lots were removed and property lines changed. Once I publicly suggested that the lot be dug up to expose what took place, 2 homes were immediately built there.

Before going on, it is important to note that Mr. Swieso is one of Fresno's long-time, highly-respected insurance agents, estate planner, Long Term Care broker, financial consultant, realtors. He specializes in "servicing" his elderly clients.

My story: After the illnesses and deaths of my family members, poisoning and attempted murder of me, my family's properties as well as my home were torn apart and haphazardly rebuilt on top of the city's secretly replaced water system. With my photographs and records stolen and parcel maps altered to cover up what took place, the senior risk analyst (Kerry Trost) was so sure of getting by with this he smirked, "Too bad - you did not SEE us do it, so you cannot prove it."

I was a care provider when the recurring sewage back spills began; the risk analyst was lying about the cause. She demanded I not speak to anyone but HER about these events. (Lines were being replaced in the alley, portion at a time.) Exposure of raw sewage coincided with illnesses and hospitalizations, which left no one home all day.

With "planted tenants" occupying the 2 properties on Olive Ave., alterations to all 3 properties as well as the Laundromat across the alley were taking place. My uncle's death (suspected poisoning +) coincided with the "infrastructure upgrade." The properties were in a Trust for my uncle's care, so he had to die in order for the next phase of the operation. With plans for my final departure also underway, this is when Mr. Swieso hired me and immediately conspired in fraudulent legal documents, overriding an Irrevocable Trust and appointing himself "Successor Trustee" of the 2 properties on Olive Ave! With the street torn up for the "infrastructure upgrade", the sidewalk and alley followed, which was NOT AUTHORIZED. The heavy equipment remained for days as major reconstruction and illegal tie-ins to the main line took place.

These were the last structures on the block to be left setting on top of the secretly-replaced water system, verified on the City's own (unaltered) records. Parcel maps illegally altered in escrow. Aerial views altered as though nothing changed, INCLUDING THE WIDENING OF OLIVE AVE, which could not have been done without the reconstruction I have described.

It was not expected I would survive, let alone uncover the evidence of what took place. Together with the first risk analyst, Mr. Trost had a Restraining Order issued against me, turning the tables and deeming ME a "danger to THEM." Just as the first risk analyst did, Mr. Trost demanded I not speak to anyone other than HIM regarding these events ~ he then refused to acknowledge me. After the years of being lied to with reports refused, this resulted in an additional 3 yrs I was prohibited from seeking help, restitution or even reporting this.

Out of 350+/- photographs the risk analyst took, she claimed to only have 10-12. Not 1 picture of the reason she claimed to be coming out; not 1 picture of damages. It was all a set-up.

With all the evidence exposed, the Restraining Order issued against me is now officially recorded documentation of a 50yr cover-up. In an attempt to discredit me, they ultimately documented their own fraud.

Mr. Trost called me a "liar" including the new water connections and code violations. My garage is no longer hooked up separately; half was cross-connected to my house and the other half was connected to the property next door! Including my gas line! Reporting that resulted in more vandalism with more altering of gas, sewer, water lines covered in new cement - more death threats. Mr. Swieso conspired with a nearby water district (one of his Pension clients) in a fraudulent insurance policy, stating I was THEIR employee, with Mr. Swieso appointed, "beneficiary!" Clearly, it was not intended that I would still be alive - his associate told me they would be taking over my family's properties, as I would be meeting the others, "in another world." (His associate is the owner of a nearby resort who says that this operation will soon result in piped water through his campgrounds - elev. 6,500 ft. He also indicated this was linked to upcoming development [inc. casino] in that area.)



Since I was refused help and called a "liar" regarding what was done to my family's properties (and my home behind them), I requested public information from Mr. Trost, specifically, the new water meter in the alley now located 8' south of where the previous one was for over 60 yrs; it was also several feet to the east, along side the new property line. Additionally, I asked why Mr. Swieso was allowed to stick ME with the plumbing bill after it was relocated!

Mr. Trost angrily demanded, "That is YOUR problem, it is on YOUR property!" Upon reminding Mr. Trost that I do not own the alley nor maintain the city water meters, which is verified on the City's own web site as shown below, he insisted, "THIS IS OVER!"

Properties on the other side of the alley also extended into the alley, to compensate what was cut off front lawns when the street was widened. Water lines replaced and relocated, which was impossible without the reconstruction of private properties as described above.

Mosquito infestations accompanied this nightmare. Never, in the 40 yrs prior to this, had our above-ground pool been infested with mosquito larvae. That served to misguide the focus from what was taking place in the alley. (Is this behind Fresno's West Niles disease?)

PERJURY ~ DEATH THREATS ~ SEXUAL HARASSMENT


In addition to the perjury and death threats against me, this was left on one of my blogs as another reminder that the City of Fresno is keeping me closely monitored. (Click on picture.) They are not done with me; they are ruthless. It will never end until I have been eliminated and new deed with revised measurements.

Can you believe this?!? I was not arguing with the City - I totally agreed with their water layout, which verifies EXACTLY what took place. So they called me a "liar" and had a Restraining Order issued against me, followed by death threats and sexual harassment. What do they do to people who DISAGREE with their records?

We all want to believe that we are entitled to be safe in our own homes as well as protect family members and ourselves from harm. Just as we want to rest comfortably, knowing that our homes are in the same condition they were when they were built. The time has come to learn the truth about that and much more.

To completely replace a city's overhead and underground utilities requires major alterations to every structure. It would seem that something of this magnitude without the public's knowledge would be impossible. I suppose that is what has made it so easy to do right under our noses.

When is the last time you verified permits or inspections when you saw "renovations" taking place? Did it occur to you that anything was unusual when renovations took place on the next property 10 yrs later? Or 2 doors down 15 yrs later? Of course not. Below, you can see that every property line on this block was changed. The sewer layout further verifies that every structure was completely rebuilt on top of a new water system that was secretly being replaced throughout the years. No permits, inspections or record for any of this. Instead, parcel maps were altered in escrow as this went on. (Hence, no older records of Fresno.)

When is the last time you stopped to check with the City of Fresno whether tree removal was authorized. Or cutting front lawns back on private property in order to widen streets.

How many of us call PG&E when we see their workers on utility poles. We assume they are making improvements or repairs. Regardless of witnesses verifying the relocation and addition of utility poles throughout Fresno, PG&E's records indicate no changes.

The City of Fresno is constantly reminding property owners that they are responsible for maintaining the sewer and water lines on their property. With all of the above being carried out in secret, no permits or inspections, can you imagine what the sewer/water lines on each structure look like? Or the massive building, safety, health and environmental code violations? This is an example:

All without permits or inspections, structures continue being resold as "original" to unsuspecting buyers. New deeds reflect new property lines! (This is why there are no older records of Fresno, CA.)

Have you ever wondered why so many wheel chair users are seen in the streets instead of using the sidewalks? Perjury by Kerry Trost, Senior Risk Manager for the City of Fresno to deny widened streets and relocation of street lights and utility poles, followed by death threats if I continue to report this nightmare, are not enough to cover up what you see below or excuse the City of Fresno for what they are doing. Not only discriminating against the disabled and violating massive ADA violations - but having the audacity to try to cover it up with altered records in order to claim no knowledge or responsibility for the accidents and deaths caused by this nightmare.
